Generally, either people swear by, or swear at, bash-completion. Not
much middle ground.

I'd be one of those swearing at it. If there is going to be any discussion of selecting it by default, I'd kindly ask that all of the network-based completion rules (*cough* yum <Tab> *cough*) be disabled by default.
