You persuade the ISVs to stop using static linking by proving them with
more stable API's and interfaces to improve on the current LSB, along
with easy ways to build a back compatible binary

You persuade ISVs to drop Linux support by high-handedly dumping static
support so they can't use it. Solve their problem and they'll solve yours
