I don't think anyone would argue that about telnet (well, other than
it not being 8-bit clean), but have you ever really looked at rsh?
It's just *evil*.  Authentication is implemented entirely client-side.
It won't work with firewalls.  It has to be setuid root.

It needs to be available no matter how evil it is, but it certainly
doesn't need to be in Core.
