Does Fedora really have the notion of "second tier architecture"?
Presumably patches for second tier architectures are accepted, but bug
fixes are not considered release-critical, or something like that?

Does anything formal need to happen to add new architecture support, or
does one just start submitting patches (via bugzilla I'm guessing).
