There is almost no such issue in the extras package where this is enforced
(at least on my computer). There are valid exceptions, too but still it 
may be convenient to have more automation, it could still be possible 
to disable like what is done for debuginfo or automatic provides/requires.

rpmint gives a warning (but false alarms when the lib is like something like
libmylib-v13.3.so
