It doesn't.  Portage is designed for unattended operation too.
etc-update is a tool you run afterward to handle the config conflicts.


So then this shouldn't be tied into rpm at all. just an external tool to
deal with config file changes.

I heard urpmi in Mandriva offers some interactive choices with this. Maybe you can take a look at that and see if similar features can be implemented in Yum.
