This is not true for most packages, only very few need to have

Seth, what is your concern here?
The problem arises when you try to rebuild gcc with mock on x86_64. x86
versions are needed to rebuild for x86_64, if I am understanding this
correctly.....
This prevents gcc from being built with mock (in its current
state/config)...
From mock's root.log of gcc-4.1.0-17.src.rpm on x86_64:
