It seems libhesiod.so.0 is an actual file in the rpm

rpm -ql hesiod-3.1.0-3

/usr/lib/libhesiod.so.0

/usr/share/doc/hesiod-3.1.0
/usr/share/doc/hesiod-3.1.0/NEWS
/usr/share/doc/hesiod-3.1.0/README

/usr/lib64/libhesiod.so.0.0.0
/usr/share/doc/hesiod-3.1.0

/usr/share/man/man5/hesiod.conf.5.gz


Wrong, you need to use rpm -qlv :
>rpm -qlv hesiod-devel
-r--r--r--    1 root    root             2835 Mär 31 00:40 /usr/include/hesiod.h
-rw-r--r--    1 root    root            16846 Mär 31 00:40 /usr/lib/libhesiod.a
lrwxrwxrwx    1 root    root               18 Mär 31 00:40 /usr/lib/libhesiod.so -> libhesiod.so.0.0.0
...
