AFAIK, the latest (or soon to be included in rawhide?) version of rpm
will support new tags:

Requires(missingok):
to allow for such soft requirements.
Yup. Votes for getting a newer rpm version into rawhide sooner than
later to https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=174307 ;)
