Ah, but then it isn't IN Fedora at all.  Fedora is just configured to be
able to obtain it.  Something different.  Fluendo has a distributable
mp3 plugin for gstreamer, however you do have to register for it, so no
pointing yum at it.  I can't say whether or not registration is part in
parcel w/ the paid license to distribute mp3 decoders, but if so, no
automated installations will be possible w/out the interaction of
registering.
