Only if the repo is still listed, and hasn't changed names.  Yum uses
repo information to figure out which directory in /var/cache/yum/ to
nuke.  Remove the repo file, can't use yum to clear the cache.  Repo
renames?  Can't use yum to clear the cache.  These tasks are beyond the
acceptable 'guess' range of yum, and should be handled by a human.
