In practice how this generally works is "I file the ticket, then go to the releng Matrix channel and poke Kevin about it. If Kevin's not there, poke jnsamyak instead." Sometimes I do the poke before/while filing the ticket. The ticket is important, though, to have a record of the untag happening, *why* it happened, and ideally a note about the followup ('we fixed this and a newer build is tagged now', or whatever).
