emacs.git:efc6d1cc8f4378f13f8872716922e5c0071090de)

That clearly shows that it got built in a side tag, just the build service 
doesn't block new builds till dependencies are built to start the job, you 
have to wait manually.

This rocket science has been solved more than a decade ago by SUSE. Try the 
Open Build Service, it will just work there. Packages are blocked till the 
dependency is built.
