The actual creation of the accounts was not enabled in F41. The commit to enable that only went in about a week ago in rawhide: https://src.fedoraproject.org/rpms/rpm/c/8649a762c59ef03fab557cae6c1de9579d84e73f. (And it _is_ somewhat experimental.
