It doesn't mean to cover all packages, but for cases where maintainers think it's worthwhile giving precedence to a package during a mass rebuild. The rebuild script would only need to be modified such as it start the mass rebuild with packages specify in "tier1", then "tier2" and so on, then everything else just it does now. If anything fails in tier1 and then we proceed with other tiers, we get no worse results than do things as we do now.
