rawhide metadata change

Greetings.

Last year, as part of https://fedoraproject.org/wiki/Changes/ChangeComposeSettings
we were going to change rawhide (and then f41) repo metadata to use the
new upstream createrepo_c default (zstd). 

We unfortunately had to partially back this change out because at the
time there were still consumers using older OSes (in particular rhel7)
that were unable to handle the repodata.

We are going to switch rawhide back on the next compose.

RHEL8/9 dnf can handle this repodata fine, however, if you use
mergerepo_c or the like you may need to use 
https://copr.fedorainfracloud.org/coprs/amatej/createrepo_c/
until createrepo_c is updated.
