IMHO the christmas/new year period is a special case because such a large
portion of the community is known to be absent/offline entirely.

I guess that's not how I interpreted the policy. I see the PR as the initial
action, and then expect some follow up comment/message to be the "request for
response" which could indicate non-responsive maintainer if then not answered.
