Well ...

Just making a SIG is the easy part. But where more bureaucracy comes
into play is when you want to have the SIG also be a group in FAS, and
in dist-git.

For the latter (i.e. also be able to add the group with commit access
to packages), you actually *MUST* create a mailing list, which needs
to be associated with the bugzilla account of the group, and where
bugzilla will send bugmail for packages associated with the group.

This requirement might well go away with the new forge / bug tracker,
but for now, that's all still necessary.
