Let me be clear - FESCo is *not* usurping CoC responsibilities. The entire thing was only a minor side note, and as such it would probably have been better not to mention it at all. I don't understand where the whole idea that this was basically a CoC issue that was raised to FESCo comes from - it's just not true.
