I don't want to judge the specific example you raise since I lack the
sufficient context.

I think the general scenario above would be less likely to happen though,
if the guidelines for PP specifically documented "open a PR" as the
strongly preferred default approach.

Directly pushing to dist-git should be exceptionally rare as an suitable
action IMHO for PP, and we should set that expectation more explicitly.
