Basically, Bind is wanting to downgrade itself from the most recent version to an older version, even when I have the most recent installed on my machine. It's somewhat concerning when a core package like this is being downgraded during an update, and with F39 coming to EoL soon, it would be nice if this could be fixed so people upgrading from F39 aren't presented with this problem for the rest of eternity.
