I reported this back in August in https://bugzilla.redhat.com/show_bug.cgi?id=2308102 and when I just attempted the upgrade again now, it seems it hasn't been fixed still. Basically, Bind is wanting to downgrade itself from the most recent version to an older version, even when I have the most recent installed on my machine.
