How is it good enough for distros but not for the mainline kernel?

The general policy is to only ship things which are included in the
upstream kernel to help keep maintenance of the kernel package
"sane".[1]

[1] You'll note that I didn't say keep davej sane -- that has been
written off as impossible ;-)
