That word “മലയാളം” doesn't have any character that exhibit the complex
script nature (such as ligatures, glyph reordering etc.) so it may
appear correct in most applications. Try “ടൈപോഗ്രഫി” (reads
‘typography’) and it should correctly show as in the attached
screenshot.

Thanks.  That text does indeed look bad in Gnome Terminal.

Answering my own question, reportedly Konsole supports Malayalam.  (https://smc.org.in/en/articles/malayalam-linux-console/).

Konsole did have excellent complex text shaping since long ago, but
there were regressions for a (rather long) period but it got fixed
circa 2020 (see [1] for some details).

I shall drop the emacs-terminal subpackage from rawhide.

I know a number of friends who enjoyed excellent Malayalam shaping
(and editing) in Emacs for many years. To my knowledge, Emacs used its
own shaping in the past (it is using Harfbuzz now), and is not
dependent on the terminal for shaping text.

It will still be possible to use Emacs as a terminal emulator.  It’s just that it won’t have its own .desktop entry; users will need to start Emacs directly then enter “M-x term”, just like they do with every other Emacs feature.

(Aside: I get the impression that many people who regularly use Emacs as a terminal emulator are now using an optional package for it, such as https://elpa.nongnu.org/nongnu/eat.html, rather than the built-in term package).
