I believe that the new dependency generators were introduced by RPM 4.9.0:

Introduced into guidelines 13 year ago:

RHEL 7 shipped with RPM 4.11 and is already EOL for a few months.

Based on the above, is it really false positive? Is there any value in such conditional?
