As do several other packages, I am pretty sure. I believe qt5-qtwebkit uses python3 for builds (I believe the qt4 variant does use python2, but a quick repoquery indicates no fedora package depends on qtwebkit-devel, although I admit the query may have been wrong, and I think it goes without question that there will be some independent projects that are still on qt4 and may use qtwebkit). Four (or so) years ago about 30 packages needed a FESCo exception for python2.
