I think this is a misunderstanding. Once something is approved by FESCo,
it's fine to push the changes.

The FESCo ticket says:

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed.
"""

It took 2 weeks form approval to tracking bug creating, and there is no Fedora Program Manager any more.

If we want to avoid such delays, the template needs to be updated to mention a different "indication to proceed".
