I think this is a misunderstanding. Once something is approved by FESCo,
it's fine to push the changes.
The FESCo ticket says:

It took 2 weeks form approval to tracking bug creating, and there is no Fedora
Program Manager any more.
If we want to avoid such delays, the template needs to be updated to mention a
different "indication to proceed".
