Well, with regards to python-git-changelog, there are two more admins listed. One of them is neuro-sig grroup. We decided to let this package go, since we have no need for it within the group and nothing within Fedora appears to depend on it.
I'd be willing to sit on the package for you until you have been sponsored into the packagers group. But I have no interest in maintaining it. The package lags several versions behind upstream and hasn't seen any attention in years.
Having said that, how far away are you from being sponsored? The packages will be available for another few weeks before being retired. From there on you'd have another eight weeks before needing a re-review.
