The point is that the group is not the right place to list the extraction utilities. The definition should be closer to RPM IMHO. Of course one might argue that distribution might want to have a word and avoid some compression algorithm, but it can't add anything what RPM somehow does not support.
And I didn't want to imply that rpmuncompress can extract some archive on its own. Although it can likely be read that way ...
