It is still not late to introduce e.g. `%callaway_licenses` macro
and enclose the old licenses into such macro, to make it more
obvious that those licenses were not converted yet. This should
have been done from the start ....

is valid SPDX _expression_. And was even valid with SPDX v2.x specification. But please dont say that to anyone :)
