It looks like this is happening because the tests are still using
annocheck 12.40.
I can't reproduce this issue locally with the current annocheck version
available in rawhide (v12.53).

annocheck 12.53 reports the following message:
skip: fortify test because LTO compilation discards preprocessor options

I suspect the Zuul rpminspect test runs on Fedora 38 which still has annocheck 12.40.
