Good catch. F40 packages are suppossed to be built with dnf5
<https://fedoraproject.org/wiki/Releases/40/ChangeSet#Build_Fedora_with_DNF_5>.

I believe Koji uses mock configs from Koji build tag configuration instead
those provided by mock-core-configs.

If locally run mock is expected to mimich Koji as much as possible, it should
change fedora-40*.cfg to use dnf5.
