There's a link in that doc above to create a Bugzilla ticket with
boilerplate questions that gets forwarded to the fedora-release
maintainers to review the request. (Usually, me). Based on those
questions, I will either go ahead and make the change if it meets the
requirements or else raise it to FESCo for approval if it isn't
eligible to be auto-approved.
