Dropping the change and making the owners go through the entire process again in F40 when it is already in progress is not a nice thing to do. I was not present during the meeting, but apparently the Change owner no longer works for Red Hat, which is why this was apparently abandoned. In this case, I agree with the decision to drop it instead of pushing it to F40, since there's currently nobody working on it.
