That looks like it's just a proposal by some random people that KDE and GNOME should to work together.  I've not seen a statement by either desktop. the file referenced is literally under a directory called "proposals". and I've never heard of this "Plaintext Group" before.  
It does not look like KDE and GNOME have agreed to anything.

That proposal was rejected as the plaintext group were not accepting any more funding proposals.

There are other avenues being explored, but it is a distro agnostic approach via creating a legal entity for flathub to cover it all.

For Red Hat, it may be beneficial if they had an LTS flatpak store (freedesktop runtime is inky supported for 3 years whilst the RHEL runtime is for 10 years) if they can convince major companies like Adobe to use it. Otherwise it wont have much benefit to end users.
