I think you mean dl_hwcaps_subdirs_active=0x4.  That's actually the
relevant line.

The dl_hwcap2 difference is about FSGSBASE support, which requires
kernel enablement, but doesn't have an XCR0 bit, so support information
is carried in the (software-only) auxiliary vector.
