License change of rust-decimal: Apache-2.0 -> Apache-2.0 AND ICU

Hi all,

Going through all Rust packages to bring packaging up to speed with
the latest Rust package templates, I noticed that the license for the
rust-decimal package (for the "decimal" crate) had been incomplete.

The crate bundles a copy of the "decNumber" C library (unclear which
version), which is licensed under the terms of the "ICU" license,
while the source code of the crate itself is licensed Apache-2.0 -
hence I have corrected the license tag from "Apache-2.0" to
"Apache-2.0 AND ICU".

One application in Fedora (rust-cpc) seems to be statically linked
against the "decimal" crate, so its license tag will eventually need
to be updated to reflect the updated license.
