This link starts with dracut-058 changes. NEWS.md at "master" commit has some records for
dracut-059, but still not much helpful.

Thanks for checking and sorry for the confusion. There were no additional changes from 058 to 059 apart from adding the forgotten release notes (so 059 = 058 + NEWS.md). 
 

I'm curious whether new dracut addresses a sandbox violation while creating
LVM devices <https://bugzilla.redhat.com/show_bug.cgi?id=2164404#c12>.

By the way, 059 works for me in Fedora 39.

I'm unaware of any sandboxing fixes that were merged to 059, and there are most probably none, as it came out in December (systemd change is more recent).
One awaited fix is: https://github.com/dracutdevs/dracut/pull/2270 which is the issue you might be referring to. 
Lukas might have more info, in case F37/F38 is affected.
