The fedora mesa rpm was deliberately changed to remove some va-api and vdpau support because of patent issues. When that new mesa stack hit fedora, I started seeing the same messages that you are. I then looked into it, and found the same information as you have. I ran the swap command recommended at the above link, which restored the removed functionality, and I no longer see the messages. I'm not even sure that I *need* that support. It might be that firefox just generically checks for the support, and reports when it is missing, whether it is needed or not.
