in my notes I have: 

mock -r fedora-35-x86_64 --no-clean --rebuild mock-rpmfusion-free-
$VERSION-1.fc38.src.rpm --rpmbuild-opts=--noclean --no-cleanup-after


so I'd say 

fedpkg local -- --rpmbuild-opts=--noclean --no-cleanup-after
