I would recommend that reconsidering (which I would describe as modifying and revoting)
Changes like this should not be allowed after the Proposal Submission Deadlines.
Making major decisions like this late in the process introduces too much risk (imo).

Looking at this specific change, part of the reason that it was accepted is because
it has a trivial opt-out mechanism, but the decision was made so late in the release
process that there may not be enough time for maintainers to opt-out before the
mass rebuild.
