Looks like ispc 1.19 develpment branch is needed:

Additionally, upstream still uses separate clang libraries instead of clang-cpp hence compatiblity issue.
I filed a report addressing the problem: https://github.com/ispc/ispc/issues/2418

The recent snapshot succesfully built:

I am pushing them for both Rawhide and Fedora 37.
