I'd put the onus on the proponents of the Change, who made predictions like "I'm confident that over the course of the next year, we'll recover performance that was lost by FORTIFY_SOURCE=3 and frame pointers" and "The optimizations enabled by profiling can be much larger than 3-10%.", and that's just in the last few days.
