It's very rare to see SPDX-License-Identifier in source code.
Licensecheck will attempt to evaluate source files to determine a
license for each file. This is because in Debian, the DEP-5
debian/copyright file needs per-file license declarations. The ability
to return SPDX short names instead of full names is a courtesy.
