Proposal to retire the rubygem-memcache-client

As a followup to discussion about removal of abandoned packages [0], I 
have created BZ ticket asking retirement of rubygem-memcache-client and 
I also like to notify devel-list about my intention to do so. I think 
that 4 weeks could be enough time for collecting feedback prior taking 
any further action.
