Non-responsive maintainer-like policy for approved packages that aren't imported?

Can anyone advise as to what the policy should be when a package is reviewed and approved but never imported?

This is the second one of these I have come across recently:
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=2031922 was approved ~5 months ago and has gone nowhere since and it is now blocking a current review (https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=2074467)
