+1. It might be better to split it even more: firefox-langpack-%{lang} and depend on the system-wide language (just like spelling dictionaries).

Indeed.

There's some variance in how packages handle this but AIUI the preferred scheme is per-language subpackages named <app>-langpack-<lang>.
