Just to inform you that I've just orphaned the Zuul package. Feel free to take over it if you'd like.
Deploying Zuul via container images seems the best solution for the moment. Upstream project provides container images: https://hub.docker.com/u/zuul
A k8s operator is also available: https://opendev.org/zuul/zuul-operator
