Repackaging of anything even it was built in Koji is strictly prohibited. All packages must be built from sources. No exceptions.
shim?
Shim is technically built on Fedora infrastructure as shim-unsigned.
Microsoft signs that binary and the shim package has those binaries as
sources in that package.
OpenJDK is not that strict, and frankly I don't think we'd want to do
more than just that package that way. It's a massive pain and it's
pretty evident that this arrangement causes us serious problems too,
since it locks the Fedora community out of fixing issues at that
level.
Hm. For "silent observer" (in case of shmi and codecs) the burden seemed not so high, But as Kevinlater described, it was a bit underestimated.
