Looking randomly at a Swift proposal: https://github.com/apple/swift-evolution/blob/main/proposals/0306-actors.md The announcement looks like this: https://forums.swift.org/t/se-0306-actors/45734 with the title being SE-{number}: {title}, with the text making it clear that 'we are reviewing this proposal' and what a review entails, and the proposal itself is just linked instead of inlined - and has a field early on describing its current status. (We don't number proposals, though maybe we should, but the rest could probably be considered).
